Official Google Play Policy Breakdown
Google Play Closed Testing Rules & Play Console Guide
Everything you need to know about Google Play’s 14-day 20-tester requirement and how AppClosedTesting ensures your production access.
Mandate 2023-2026
1. The Mandatory 14-Day 20-Tester Policy
Since November 2023, personal Google Play Console developer accounts must run a closed test track with a minimum of 20 opted-in testers continuously for at least 14 days before submitting for Production Publishing approval.
⚠️ Critical Note: If testers drop out or uninstall the app during the 14-day window, Google Play will pause or reset your 14-day counter. Our cohort management automatically provides extra buffer seats to guarantee compliance.
Seat Credits (SC)
2. Reciprocal Test-for-Test Credit Economics
| Action | Seat Credits (SC) Balance |
|---|---|
| Welcome Founding Bonus (New Signups) | +5 Seat Credits (SC) instantly |
| Recruit 1 tester onto your Android app cohort | -1 Seat Credit (SC) |
| Complete 14 days + feedback on a peer app | +1 Seat Credit (SC) earned from escrow |
Seat Credits (SC) are internal peer utility credits with zero cash value. They guarantee equal reciprocity: if you want 20 developers to test your app, you contribute by testing peer developers’ apps.
Anti-Ghosting
3. Escrow Lock & Daily Check-In Verification
When a tester joins a cohort, 1 SC is locked into escrow.
- Daily Streak Check-Ins: Testers must log daily check-ins on their dashboard to verify active app retention.
- Bug & Feedback Submission: Submitting at least 1 bug report or install confirmation feedback verifies active testing.
- Dropout Protection: Ghosting or early dropouts forfeit the escrowed credit, which is immediately re-allocated to fill a replacement seat.

- Google Question: "How did you recruit your 20 testers?"
Answer: "Recruiting through a verified Android developer peer exchange network with Google Play opt-ins." - Google Question: "What feedback did you collect during testing?"
Answer: Export all bug reports and install logs from your AppClosedTesting campaign dashboard with 1 click!
